He was born and raised on a farm outside of Estevan, and continues this adventure alongside his wife Sherrill and their three daughters, Megan, Marci and Gracie. In addition to the family farming operation, Jason has also had a 30-year global career in the Auction Industry from which he retired in 2019. He is also a founding partner in Weyburn Industrial Transload, established in 2020. Jason has been involved in various other businesses as both an active and silent partner. Serving as the Reeve since 2021, Jason is looking forward to working with council as they continue to move the R.M. of Estevan forward in a positive and progressive motion. He will support local business, ag producers and ratepayers by ensuring the RM has keeps a balanced budget, while striving to generate future businesses. For almost the past 20 years, she has worked for SaskPower at Shand and Boundary Dam Power plants, in operations and management, closing out her career as acting director at BDPS. Three of their four adult children live and work in the Estevan area, some with their partners. They are often at the farm, helping out with the herd, hunting, hiking in the hills with the dogs, barbecuing, playing cards or raiding the garden. Suzanne’s interest includes all things science, art, nature, gardening, beekeeping, farming, and energy-related growth and development. Suzanne looks forward to serving the RM, ensuring that Estevan and area remains a great place to live, work and raise a family for years to come. He and his wife Tara along with their three sons decided to put down their own roots in the R.M. of Estevan by building their farm from the ground up. Kevin has been a Powerline Technician with SaskPower for the past 34 years and in his spare time he volunteers coaching High School badminton. As Councillor of Division 3 for the past year, Kevin strives to continue serving the ratepayers and residents in his area as well as the R.M. of Estevan as a whole in the coming years. James attended the University of Saskatchewan in Saskatoon, receiving his Bachelor of Arts Degree (with distinction) in Political Studies in 1994 and later his Bachelor of Laws Degree in 1996. Since graduation, he has practiced law in Estevan. Away from the office, James has been a member of many local boards and committees, including: Past President of the United Way Estevan, public address announcer and volunteer coach for Estevan Minor Football, actor in the Lampman Community Theatre, as well as being active in the federal political scene. His first term as Councillor for Division 4 has been an extremely busy and rewarding time for him. During his down time, he enjoys spending time with his 4 children, playing farmer on his acreage, camping, travelling, reading and enjoying a fine cigar. Her entire career was in the education sector from which she retired after 30 years of service. Ramona was elected to council in 2020 and she aspires to ensure all residents of Division 5 have a voice at council. He rented a half section of land and began farming at the age of 14. After graduating high school, he found employment with Carson Welding & Maintenance, thus beginning his 30 year career in Oil & Gas Construction, where he was the South East Saskatchewan Area Manager of 5 locations. Prior to this, he had a short on and off career with Luscar at the Bienfait and Boundary mines. Volunteer work came in the form of Assistant Coaching for his daughter’s softball team, spanning over 10 years. As Councillor for Division 6, he will do his best to listen to and address the concerns of his ratepayers, as well as assisting the rest of council in creating a sustainable future for the whole R.M. Steve looks forward to creating new economic development opportunities that will support current commercial businesses, as well as working with council to balance current and future budgets. He also strives to create a team environment with staff, council and ratepayers. PERMITS & APPLICATIONS Development & Building Permits A development permit is a way for the RM to support your building or land use plans by making sure they fit well with the surrounding area and future growth goals. It helps us work together to build a safe, thoughtful, and thriving community. A building permit is approval from the RM that ensures your construction plans meet safety standards set by the building code. What is the difference between a development permit and a building permit? A development permit looks at how your project fits into the surrounding area—things like land use, location, and zoning. A building permit focuses on the construction itself—making sure it’s safe, structurally sound, and up to code. Think of it like this: Development permits guide where and what you can build and building permit guides how you build it. Noxious Weeds Leafy Spurge & Absinthe Control Program – 2025 CHEMICAL PICK UP FOR ACREAGE OWNERS To assist in controlling the spread of absinthe wormwood, the Rural Municipality of Estevan is offering designated pickup times for landowners to receive one(1) 9.7 Litre jug per household of Restore II herbicide, intended for use on small-acreage parcels. Pickup Dates and Times: • Thursday, May 15th from 3:00pm to 6:00pm (at RM Shop) • Friday, May 16th from 8:00am to 11:00am (at RM Shop) Please note: Restore II will not be supplied premixed. It is the landowner’s responsibility to dilute the product according to the manufacturer’s label instructions. Landowners are required to fill out a form at the time of pickup. AGRICULTURAL PRODUCERS Agricultural producers must purchase the appropriate herbicide for leafy spurge and absinthe and participate in the SARM Invasive Plant Control 50:50 Rebate Program. How it works: • Complete the Forms. • Bring completed forms to the RM office and the RM submits on your behalf. • Receive a 50% rebate from SARM on chemical that is used in 2025 (labour costs are not eligible). • Receive an extra 50% reimbursement from the RM of Estevan on the remaining 50% not rebated by SARM. (labour costs not eligible). Program guidelines and herbicide application forms are available on the SARM website (https://sarm.ca/programs/sustainable-canadian-agricultural-partnership/invasive-plant-control-program/)or by contacting the RM office. Pest Control Rats The R.M. of Estevan No. 5 employs a Pest Control Officer who makes visits to locations throughout the municipality in the spring and fall. If you are aware of a rat problem, please notify the municipal office as soon as possible. Pest Control Officer- Randy Walbaum Gophers The council of the R.M. of Estevan No. 5 recognizes the importance of assisting with the control of gophers. The R.M strives to make gopher poison available for sale at the R.M. office. Dust Control Please be advised that the R.M. of Estevan No. 5 will continue to offer dust control in the form of magnesium chloride for the 2025 season. Council has opted to offer two applications of the dust suppressant for our Ratepayers. As per the R.M. of Estevan’s Policy, the first application will be subsidized at a cost of $300.00 for the standard 500-foot application. Anything over and above the standard 500 feet will be charged at the full cost of the product. The R.M. will be providing gravel (if necessary), equipment and manpower to apply. Should you decide to receive the second application, you will be responsible for paying the full cost of the product. The application rate of a typical 500 foot site is 1,500L at $0.43/litre (Tax Included) for a cost of $645.00. Please indicate (initial) in Section 3 of the enclosed application if you wish to receive the second application. If this is not initialled, you will not receive the application. If you are interested in dust control, please fill out the enclosed form, along with payment, and return it to the Municipal office no later than May 1st, 2025. As per RM policy, applications received after the May 1st deadline will be charged at the full product cost. We understand that everyone is busy. However, these deadlines are important for ensuring a sufficient supply and coordination of the product, as well as for our Public Works staff to efficiently perform the necessary road preparation prior to application. PLEASE NOTE: We will no longer be sending letter notifications for Dust Control each year. Please contact the R.M. office to book a date and make arrangements for pick up. An indemnity agreement must also be signed prior to using the tree planter. Fire/Policing Fire The R.M. of Estevan has an agreement with the Estevan Fire Department for the entire R.M. The Fire Department responds to fire calls in the municipality. When the Fire Department responds to a fire, all costs are associated with their response and charged to the land owner. Fire Fighting Insurance The Estevan Fire Department would like to remind everyone to make sure that they have the appropriate Fire Fighting Insurance, the fire chief recommends that you have at least $50,000.00 fire fighting coverage. The average fire fighting costs can range from $1,200.00 to upwards of $20,000.00. Contact your local insurance broker for more information. Controlled Burns We would like to remind everyone that when you are undertaking any controlled burning on your property that you contact the call centre 1-866-404-4911. This will ensure that the proper channels are notified and no fire fighting costs will occur for having the Fire Department dispatched to a false alarm. We are located in Saskatchewan’s southeast corner with efficient highway transportation access to Canadian and US markets. The industrial parks border the City of Estevan on the east and west sides of the municipality; with access to the highway and are close to the North Dakota border. This makes for prime locational opportunities for agricultural and resource related industrial development within the RM of Estevan. The East industrial park has developable commercial lots for sale that access the highway bypass to suit many types of commercial businesses and with truck stop stations in close proximity.
